Since 1986, the military's political role has been downgraded. The National Resistance Army, the official armed force, is being reduced in size and its ethnic base broadened. The pre-1986 army, dominated by northern Acholi and Langi groups, was responsible for many atrocities under Amin's rule. Security in border areas is the priority.
